Understand what each claim actually covers

CE marking is a declaration that a product placed on the European Economic Area market meets applicable EU legislation; it is not a single universal certificate issued for every product. EN 15194 is a European standard commonly associated with electrically power-assisted cycles, but its relevance depends on the vehicle's design, power, assistance behavior and speed. Other directives or regulations may also apply to machinery, electromagnetic compatibility, radio equipment, batteries and chemicals.

UL standards are used in North American safety programs, but a statement such as 'UL battery' does not automatically mean the complete e-bike has been evaluated. Ask whether the claim covers the cells, battery pack, charger, electrical system or complete bicycle, and identify the certification organization and listing record.

Match the document to the legal entity

Record the supplier's contracting company, assembly factory and brand owner. Then compare those identities with the applicant, manufacturer and production site shown in the report or certificate. Differences are not automatically invalid, but they require a clear explanation and authorization chain.

Verify the document number through the issuer's official database where available. Check status, issue date, scope and model family. Do not rely on a QR code or screenshot supplied by the seller without confirming the destination and record independently.

Match the tested configuration to the order

Model names can hide meaningful variations. Compare frame, motor manufacturer and rating, controller, display, battery voltage and capacity, charger, throttle, lighting and firmware or speed settings. A change that seems commercially minor can move the vehicle outside the tested family or alter its legal classification.

Create a configuration matrix with one column for the test report and one for the planned order. Ask the supplier to identify every difference and provide written evidence that the difference is covered, technically assessed or scheduled for additional testing. Keep this matrix with the signed specification.

Review the Declaration of Conformity and technical file

For relevant European products, the Declaration of Conformity should identify the responsible economic operator, product, applicable legislation and standards, and an authorized signatory. Names and model identifiers must agree with the product and supporting evidence. A generic declaration without traceable product scope is weak evidence.

The broader technical file can include risk assessment, drawings, component specifications, test reports, labels, instructions and production-control records. Importers may not receive every proprietary detail, but they should obtain enough evidence to confirm that the declared configuration and required user information are controlled.

Treat battery transport compliance separately

UN 38.3 addresses transport testing for lithium batteries; it is not a substitute for product electrical safety or road-use compliance. Check the battery model, manufacturer, voltage, capacity and test summary against the production pack. Ask the freight forwarder which documents and packaging instructions are required for the chosen transport mode.

An MSDS or safety data sheet provides handling information but does not replace a UN 38.3 test summary. Changes to cells, pack construction or manufacturer can invalidate previously collected documents for the ordered battery. Make battery identity a controlled item in production inspection.

Verify labels, manuals and production continuity

Compliance is not finished when a report is issued. The production vehicle should carry the required identification, warnings and rating information, and the manual should address safe use, charging, maintenance and foreseeable risks in the destination language where required. Packaging and importer details may also be regulated.

Agree that no critical component or software setting can change without buyer approval. During inspection, sample the motor, controller, battery and charger labels and compare them with the approved bill of materials. Retain photographs, serial numbers and inspection records for traceability.

Use a repeatable verification checklist

Begin with local legal classification, then verify the issuer and document number, match every legal entity, compare model scope and hardware, review the declaration and key technical evidence, confirm battery transport files and inspect labels on a physical sample. Escalate unresolved questions to a qualified conformity professional in the destination market.
